JUMPSTART is a South Carolina based 501(c)(3) non-profit organization dedicated to restoring the lives of inmates on the inside and outside of prison. We accomplish our mission by addressing the spiritual, educational, employment, healthcare, housing, and family relationship needs of current and former prisoners and assisting with their re-entry into society.
In 2008, a small group of volunteers, with the support of the Tyger River Correctional Institution’s chaplain, began ministering to the inmates at Tyger River. This group consisted mostly of retired men and women who went into the prison during the normal work-day. Two of our founding members worked night-time vocational jobs (one in janitorial office work and the other in pizza delivery) to support themselves and their families so they could answer God’s calling on their lives– Prison Ministry. These men along with their wives met together to talk through their “calling”, the challenges/struggles which were primarily financial. They discussed how the three of them might partner in the mission of “setting the captives free,” and the vision of JUMPSTART was born.
Inmates can apply to participate two years before their release. The Jump Start program begins with a 40-week intensive discipleship process that includes a class curriculum focused on transforming lives through worship, fellowship, discipleship, mentoring, serving others, living with a purpose and re-entry education. It uses unique, peer-to-peer assessments that ensures accountability and drives growth. The program stresses a daily living out of our core values of accountability, responsibility, and submission to authority.
1,000 inmates participate annually in 17 South Carolina prisons, including both institutions that only house females. Over 500 complete our discipleship program each year.

Upon completion of the 40-week inside program and release from prison, the 12-month outside program provides participants a Christ-centered program with low-cost, safe and stable housing, access to free physical, mental, dental healthcare, as well as a recovery program for chemical dependency. We provide individual case management with mentoring and financial stability training. JUMPSTART helps participants secure permanent and meaningful employment at a living wage, and assists participants with transportation to service providers, employment, and shopping. JUMPSTART has fifty participants on the outside at any given time. We are currently at capacity.
The JUMPSTART program has a 96% success rate for participants that complete both the Inside and Outside program and graduate. Successful participants are gainfully employed in positions that pay a living wage and have growth potential. They live in stable housing, are a member of a church, and utilize sound financial principles to live within their means and meet their obligations. They have a healthy support network, and often become leaders within their communities. Most of all, they live surrendered lives to Jesus Christ and live out God’s purpose for their lives.
We have a strong staff that coordinates, trains and assists over 100 volunteers in carrying out the mission of JUMPSTART.
Our focus will be to put in place the necessary infrastructure and staff for JUMPSTART’s long term organizational growth and sustainability. Our plan includes “Restoration Village Upstate” (a JUMPSTART Community), a community unlike any other. The village will provide transitional housing for those re-entering society from prison in a community setting that prepares them to be productive citizens. Included will be short and long-term housing along with support staff buildings and village facilities. We covet your prayers and support for Jump Start and its mission to continue to deliver and improve the nation’s best “prison to re-entry into society” program for generations to come.
The three T’s sum up how you can help JUMPSTART:
- Time: Mentors are vital to successful re-entry into society. Godly men and women can make a big difference in an ex-offender’s life. You can sign up as a volunteer.
- Talent: What is your area of influence? What do you do well? Where is your heart? What skills or gifts can you offer?
- Treasure: There are several financial giving options.

Frequently Asked Questions
College Credit and Engagement
What is the requirement for JumpStart students to earn college credit?
Any student may apply to any high school-based JumpStart course. In order to register for dual credit with HCC, students must have at least a 2.0 unweighted GPA; some courses have additional prerequisites. College (dual) credit is awarded upon successful completion of the course.
Am I required to attend HCC after graduation?
While these programs provide a clear path for graduating high school students to complete their associate degree at HCC, the earned college credits can be transferred elsewhere.
Will college credits earned at HCC transfer to a four-year college or university?
HCC credits will transfer to Maryland public four-year colleges and universities and most private and out-of-state colleges and universities. See an HCC transfer advisor to plan which courses will be right for you.
How does the Maryland Promise Scholarship impact JumpStart Dual Enrollment students?
JumpStart Dual Enrollment students are not eligible for the Maryland Promise Scholarship, as it is only available to high school graduates. This scholarship does not make community college free, but it can help some students have a more affordable community college education. For complete details, please visit HCC’s Maryland Community College Promise Scholarship page.

How can I plan for my HCC courses and my high school schedule?
When scheduling in January with your high school, select a full load of courses at HCPSS. Howard Community College typically publishes their course schedule for the fall in late April / early May. At that time, you can work closely with your high school counselor to adjust your schedule as needed. Please see the timeline, below, that has been developed to synthesize a college schedule with high school:- January / February: Register for all courses at your home high school for the upcoming school year. Howard Community College does not publish their schedule of Fall courses until May, as they follow a college calendar, so we want all students to have a full registration at their high school to ensure progress towards high school graduation requirements.
- March: Parents and students complete the steps outlined on pages 1-3 of this document: https://www.hcpss.org/f/connect/jumpstart-registration-instructions.pdf. All steps must be completed by the student.
- Summer: Work with your high school counselor and your school’s HCC Admissions and Advising counselor to elect courses and finalize registration.
I did all my course requests in Synergy. Am I done with registration?
No. Once you’ve completed the necessary steps in Synergy as outlined in the instructions, you must finalize your registration with an HCC Admissions and Advising counselor. Please email [email protected] to finalize your registration. Your registration is not final until you’ve confirmed so directly with HCC.
I am having trouble navigating the registration process. Where do I get help?

Transportation and Logistics
Do I have to provide my own transportation to HCC if I elect to take courses there?
Shuttle availability is contingent upon the finalized reopening plan for the 2020-2021 school year. Daily shuttles run to HCC from the ARL, Oakland Mills, River Hill, Howard and Centennial High Schools. Use of these shuttles must be coordinated with school administration and school counselors.
What is happening to the structured programs at Oakland Mills or River Hill?
The programs in the pilot phase at Oakland Mills and River Hill HS will continue to be offered for the upcoming school year (2020-2021). If your student does not currently attend either of those two pilot schools, students can still use the structured program framework to determine a path of study with all HCC-based courses. Details on the structured programs can be found here: https://www.hcpss.org/jumpstart/course-progressions/. For more information, please contact your high school counselor or [email protected]
